One operation, two accounts

This profile covers every Allied Universal position that supports the Market Hall, not only the new hires. The existing posts on the 5 Manhattan West base building contract (Job 17478) already staff the Market Hall on weekday mornings and run the dock: the two Market Hall Fire Guard posts, the Dockmaster, Bay A, and the 24-hour Interior Patrol at the loading dock.

The new posts on the Market Hall account (310155) add evening and weekend coverage at both Market Hall entrances and extend Bay A to 24 hours, 7 days a week. Together they put two officers at the Market Hall entrances whenever it is open, with continuous coverage at the dock and Bay A that receive its deliveries.

Around the clock

24-hour coverage map

Each row is a physical post and each bar is a numbered position, so reading across a row shows one officer handing off to the next. The day runs from 0700 to 0700; empty space means the post is not staffed at that hour.

Positions and duties

Every position falls under one of four posts. All officers report to the on-duty Fire Life Safety Director (FLSD) and follow the post orders for their assignment.

Market Hall · Fire Guard / Security

Positions 1–10 · Market Hall floor · One officer at each station whenever the schedule shows coverage

The Market Hall officer provides fire guard coverage and a visible security presence in the multi-vendor food hall. Weekday mornings are covered by the existing G and H posts; evenings and weekends by the new Market Hall account.

Station 1 · Plaza Entrance
Entrance vestibule, accessible entrance, and the adjacent public area.
Station 2 · 10th Avenue Entrance
Entrance vestibule, accessible entrance, and the adjacent public area.

Duties

  • Patrol the Market Hall floor, elevator landings, and stairways at the interval set by the FLSD, recording each patrol in the fire guard log.
  • Confirm that exits, exit paths, entrance vestibules, and stairways are unobstructed and that exit doors work.
  • Confirm that fire extinguishers are present and visible, and that nothing blocks sprinkler heads, pull stations, or fire department connections.
  • Maintain a visible presence at the assigned entrance; assist guests and give directions.
  • Receive tenant and vendor requests courteously and refer them to the FLSD. Market Hall tenants are not in the officer's chain of command.
  • Report fire hazards, alarms, medical events, and disturbances to the FLSD and Fire Command Center by radio, and document them before the end of shift.
  • Notify the FLSD by radio when leaving for and returning from a break. Stations 1 and 2 do not take breaks at the same time.

Requirements

  • Active New York State security guard registration.
  • Valid FDNY Certificate of Fitness for fire guard duty, carried on the person while on post.

Dockmaster

Position 11 · Loading dock · Weekday days

The Dockmaster runs the dock during the busiest delivery hours and sets the standard the Bay A and dock officers follow on every other shift.

Duties

  • Direct dock operations: safety gate sequencing, leveler operation, and clearance and line-of-sight rules for every vehicle.
  • Enforce the dock safety procedure. When a driver refuses to comply, deny the delivery, disable the leveler as required, and notify the FLSD and Security Director.
  • Verify Certificates of Insurance and work orders before vendors begin work.
  • Coordinate freight elevator use and delivery timing with the FLSD and building operations.
  • Review the dock and Bay A logs for complete entries before the end of shift.
  • Train and coach the Bay A and dock officers on dock procedures.

Bay A · Vendor Control

Positions 12–16 · Bay A · 24-hour coverage once the Market Hall opens

The Bay A officer controls vehicle and vendor access at the bay that serves the Market Hall and building tenants, and produces the record Property Management uses to substantiate dock chargebacks.

Duties

  • Verify each arriving vendor against an approved work order before admitting the vehicle.
  • Issue the vendor pass and hold the vendor's identification for the visit, returning it at departure.
  • Log every vehicle: work order number, every tenant serviced, plate, time in, time out, and exit route.
  • Record the departure time. The officer's recorded departure is the official end time for chargebacks.
  • Keep Bay A clear of unauthorized or unattended vehicles.
  • Overnight positions admit after-hours deliveries only with authorization.

Requirements

  • Active New York State security guard registration.
  • Two weeks of site training (one week classroom, one week hands-on) before working the post alone.

Interior Patrol · Loading Dock

Positions 17–19 · Lower-level loading dock and service areas · 24 hours, 7 days

The interior patrol officer keeps a continuous security presence at the loading dock and the service corridors behind it.

Duties

  • Remain present at the designated dock post and patrol the dock, bays, service corridors, and locker room corridor.
  • Keep bays clear of unattended vehicles and keep corridors and the C staircase unobstructed.
  • Check that fire extinguishers are present and that dock fixtures are free of new damage; report anything found.
  • Support the Dockmaster and Bay A officer during deliveries and relieve Bay A when directed by the FLSD.
  • Report incidents and conditions to the FLSD by radio and document them before the end of shift.

Applies to every position

  • Report to the on-duty FLSD at shift start
  • Radio with earpiece at all times
